POSITION:               Cultural Affairs Specialist, 1101173, FSN-10, FP-5

OPENING DATE:      December 30, 2016

WORK HOURS:       Full-time; 40 hours/week

SALARY:                   Ordinarily Resident (OR): FSN-10 (basic salary RUB 1,556,522 + meal allowance RUB 29,952 + bonus 1/12 of the basic salary) – starting salary per year before tax.

 Not-Ordinarily Resident (NOR): FP-5*

*Final grade/step for NORs will be determined by Washington.

 The U.S. Mission in Moscow is seeking eligible and qualified applicants for the position of Cultural Affairs Specialist in the Public Affairs Section.

BASIC FUNCTION OF POSITION

 Using expertise in the fields of politics, economics, culture, civil society, environment and trade – and in coordination with the Cultural Affairs Officer and Assistant Cultural Affairs Officers – the incumbent plans and administers broad-ranging and multi-faceted initiatives intended to strengthen ties and deepen contacts between U.S. and Russian think tanks, research institutions, and civil society organizations, as well as to ensure that the resulting intellectual discourse is appropriately varied and vigorous.

QUALIFICATIONS REQUIRED

Applicants must address each required qualification listed below with specific information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.

  1. EDUCATION: A university degree in political science, international relations, history, economics, linguistics, philology, sociology, history, cultural studies, art history, or philosophy is
  1. EXPERIENCE: Five years of progressively responsible experience in a think tank, cultural institution, education, research, government, public relations, or media is
  1. LANGUAGE: Fluent written and spoken English at Level IV and fluent written and spoken Russian at Level IV are This will be tested.
  1. SKILLS AND ABILITIES: Ability to develop and maintain useful contacts in government, cultural, and educational Ability to initiate, arrange, and execute complex programs on a countrywide basis is required. Ability to interpret and translate is required.

JOB KNOWLEDGE: Knowledge of Russia’s political, economic, social, and educational systems; of government and private institutions; of political and cultural institutions; of historical development; and of key figures in the government, military, cultural, professional, and academic circles, as well as the mass media is Some experience in the field of information research, including experience in traditional and electronic research and reference sources, may substitute for any deficiency in these areas.

  2. Current OR employees serving a probationary period are not eligible to Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.
  3. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work
