The European Union Delegation to Russia is looking for Project Officer. 

The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

We offer a post of Project Officer. Upon recruitment, the successful candidate will occupy a specific job function as Project Officer integrated within the EU-Russia Cooperation Section of the EU Delegation in Moscow. This job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as technical and support staff under the supervision and responsibility of the relevant Head of Section:

  • Participate in launching, managing and monitoring calls for proposals, tenders, evaluation, selection and contracting procedures;
  • Assist in all aspects of the procurement process (drafting Guidelines for applicants / Terms of Reference; contract negotiations, preparing contracts etc.);
  • Monitor ongoing projects, attend management and monitoring meetings, and propose action if and when needed; verify narrative and financial reports at operational level;
  • Contribute to the evaluation of projects;
  • Contribute to the programming, identification, appraisal, preparation, management and follow-up of projects and programmes;
  • Follow-up of the financial aspect of the project, encode and contribute in the specific financial project management tools;
  • Produce and disseminate the results of projects via/at presentations, articles, reports;
  • Contribute to publications produced by the Delegation or Headquarters;
  • Support the team leader/the Delegation and Headquarters in the programming process and participate in the identification and selection of projects based on the mechanisms established to this effect;
  • Inform the team leader/ the Delegation and Headquarters regularly of progress on the implementation of projects and contribute to reports on the state of play of the implementation of these cooperation activities;
  • Contribute to draft and update comprehensive reports, annual reports and syntheses on sectoral developments;
  • Maintain contacts with partners and stakeholders and coordinate or participate in network of excellence and expertise, integrated projects and knowledge sharing activities.

Job location: Moscow

Working hours: 09:00 – 17:30 (working hours can be flexible within limitations)   

Compensation package is in line with the organisation's employment policy and identified individually based on previous experience.

Selection Criteria

For a candidate who would meet the following requirements:

  • University degree in a relevant field (development studies, international relations, public affairs, social studies). Master in a relevant field is an asset;
  • Fluency in English and in Russian (written and spoken). The knowledge of any other European working languages would be considered as an asset;
  • Minimum 5 years of working experience relevant to the job on offer,  preferably in international organizations or embassies;
  • Medically fit to perform the required duties;
  • Comprehensive knowledge of project management methodology (initiation, planning, execution and closure);
  • Good knowledge of EU institutions, legislation and programmes (notably those concerning international aid & cooperation) is an asset;
  • High level of computer literacy;
  • Professional attitude;
  • Excellent communication skills;
  • Methodical and autonomous mindset;
  • Ability to prioritise and carry out tasks flawlessly, even when working under pressure, and to respond quickly to new demands;
  • High degree of confidentiality, rigor and responsibility;
  • Flexibility in adapting to the needs of the services;
  • Team player;
  • Versatile intellectual, able to make a research on different subjects.
